Methodology — Three Packer Rules

Under UK/EU Average Quantity regulations, packers must satisfy three rules simultaneously:

Rule 1 (Average) Mean ≥ Nominal Weight
Rule 2 (TNE) ≤2.5% of packs below T1 (Nominal − TNE) → Mean ≥ T1 + 1.96 × SD
Rule 3 (2×TNE) Practically no packs below T2 (Nominal − 2×TNE). Typical target: 0.5–1%. Mean ≥ T2 + z × SD

Required mean = max(Rule 1, Rule 2, Rule 3) — the binding constraint
Giveaway / pack = Required mean − Nominal Weight
Annual saving = Giveaway reduction (g) × Volume ÷ 1000 × Cost (£/kg)

TNE values follow UK/EU Average Quantity (Weights & Measures) regulations. The confidence level controls the target % of packs allowed below T2 — typically 0.5–1% depending on the SKU.
